In the current special issue of 'Aus Politik und Zeitgeschichte' on Germany in the pandemic, Nathalie Behnke examines whether Germany's federal architecture is beneficial in dealing with the pandemic or rather an obstacle. It might also be that the crisis is expression of an underlying crisis of federalism.
