State Supervision of Local Budgets: From Forbearance to No Concession

The article analyses the evolution of the state supervision of local budgets in the German state North Rhine-Westphalia. It identifies causes for the long-time persistence of the supervision regime as well as for its sudden and encompassing transformation in the aftermath of the global financial crisis. Moreover, it evaluates the consequences of this institutional change for the structure and performance of the supervision system and the repercussions of this institutional reform on local self-government and democracy.
