In the current issue of Historical Social Research Nathalie Behnke, Jonas Bernhard, and Till Jürgens examine the historical development of collective agency of local government associations in Germany and the United States.

In the current issue of Historical Social Research Nathalie Behnke, Jonas Bernhard, and Till Jürgens examine the historical development of collective agency of local government associations in Germany and the United States.

This article examines how local government associations in Germany and the United States were founded and were able to gain collective agency. It was argued that local government associations in both countries had to solve two collective action problems for gaining agency. Although the general conditions between the two countries differ, in both countries local government associations used similar mechanisms to solve their collective action problems.
