Consulting needs of public administration for digitization

Abstract

The digitalization of administration is currently without a doubt the largest, most protracted, and most discussed reform project in the public sector. The ambitious and comprehensive changes to the federal competency structure, as well as self-imposed but largely unachieved goals, such as those of the “Onlinezugangsgesetz” (Online Access Act), from the last decade testify to the cross-level and cross-party interest in modernizing the German state in order to make it more efficient and closer to citizens.

These efforts are also reflected in Hesse. Against the backdrop of ever-increasing pressure to act due to new and more far-reaching technical innovations and federal obligations, as well as a boost triggered by the Covid-19 pandemic, the current 2021 “Digitalstrategie” (digital strategy) contains ambitious plans that must be implemented by civil servants in the authorities. This requires all civil servants to have extensive knowledge, not only of a technical nature, which may need to be imparted by the state employer.

This project, funded by the Centre Responsible Digitality (ZEVEDI), starts here. With the help of guided interviews with civil servants in local and state administration of Hesse, current problems and the resulting need for advice are to be identified and factors inhibiting the digital reform of the public sector are to be recorded. The data collected will then be processed using qualitative content analysis to produce theoretical and practical conclusions.
