New Publication: “Advisory Needs for Digitalization in Public Administration”

For more than 25 years, the digitalization of public administration has been one of the key reform efforts in the public sector. Despite important impulses from the Online Access Act (OZG) and the COVID-19 pandemic, there remains a significant need for information and advisory services regarding the implementation of digital administrative processes. A major challenge lies in the fragmented distribution of responsibilities between federal states and municipalities, as well as in the limited or inflexible use of financial and human resources, which hampers consistent implementation. Administrative staff identify key challenges in the rollout of OZG 2.0, modernization of administrative registers, and the development of integrated IT solutions. While Hesse offers a wide range of support programs, demand for guidance remains high—particularly in legal matters, IT strategy, and everyday implementation. The study concludes: the barriers are well known, many solutions are available. What’s needed now is stronger coordination, more resources, and a determined drive toward implementation.
